Providing extra help to get children off to the best start in life
Flying Start is a Welsh Government funded programme and is available in targeted areas supporting all families to give 0 to 3 year olds a Flying Start in life. The programme aims to provide intensive support services for children and their families.
The focus of the programme is on promoting language, cognitive, social and emotional skills.
It also emphasises physical development and the early identification of high needs. This is achieved through the delivery of health support and guidance, parenting groups and support, and free part time childcare.
Celebrating 20 years of Flying Start
Flying Start Cardiff celebrates 20 years of supporting children and families in 2026.
We have helped thousands of families across communities to access vital support. For example:

During the most important stages of a child’s learning and development, we aim to:
- give them the best possible start, and
- help their parents or carers feel supported while navigating parenthood.
Since our launch by the Welsh Government in 2006, we have grown and evolved to meet the changing needs of families today.
